Part 2 of the Cherwell Local Plan – have your say!

Cherwell District Council is commencing work on Part 2 of the Cherwell Local Plan, and is inviting the public’s views on what that document should contain.

Part 2 of CDC’s Local Plan is concerned with ‘Development Management Policies and Sites’.

Cherwell Local Plan Part 2 will cover the entire district and will cover the period 2011-2031 in line with the time period covered by Part 1 of the Plan. It will conform with and build upon the general development strategy of Cherwell Local Plan Part 1. Part 2 of the Plan will contain detailed planning policies to assist the implementation of strategic policies and the development management process.

It will identify smaller, non-strategic development sites for housing, employment, open space and recreation, travelling communities and other land uses, in accordance with the overall development strategy set out in Local Plan Part 1.

Matters of concern to CPRE that are likely to be considered in Part 2 of the Local Plan, by topic area include (extracts from the CDC document):

Transport:

-Consider the need to include transport infrastructure arising from Oxfordshire County Council’s review of its Local Transport Plan and area strategies.

Green Belt:

-Undertake small scale local review of the Green Belt boundary in the vicinity of Langford Lane Kidlington and Begbroke Science Park to meet employment needs identified in Local Plan Part 1.

-Consider the need to undertake small scale local review of the Green Belt boundary around Kidlington to meet Kidlington’s local housing need.

Bicester:

-Consider the need for additional policies arising from the Garden Town designation.

-Identify non-strategic site allocations for housing, employment, open space and recreation and other land uses.

Banbury:

-Identify non-strategic site allocations for housing, employment, open space and recreation and other land uses including a burial site.

Kidlington:

-Determine the boundary of an expanded village centre. -Identify non-strategic site allocations for housing, employment, open space and recreation and other land uses.

Villages and Rural Areas:

-Clarification of the relationship between Neighbourhood Plans and Local Plan Part 2.

-Determine the location of growth in the rural areas by identifying sites to deliver housing at Category A villages in accordance with Local Plan Part 1 (Policy Villages2).

-Consider the need for additional allocations for employment, open space and recreation and other land uses.

-Consider the need for detailed Development Management policies to clarify the approach to development in the rural areas.

Infrastructure:

-Consider the need for additional infrastructure arising from proposals in Local Plan Parts 1 and 2.

The public are invited to suggest what matters should be included in Part 2 of the Local Plan. CDC is particularly interested if you consider there are matters which have not been identified in the document, or if there are particular issues you consider it is important to have policies for. There will be an opportunity for site submissions to be made later in the year.
