Consultation opens on Vale's Local Plan Part 2 (Detailed Policies and Additional Sites) - have your say!

The Vale is inviting comments on its Local Plan Part 2: Detailed Policies and Additional Sites, before it submits it to the Inspector for independent examination.

The Vale's Local Plan 2031 Part 2 sets out policies and locations for housing for the Vale of White Horse district’s proportion of Oxford’s housing need up to 2031, which the City claims it cannot meet within its own boundaries.

The document also contains policies for the part of the Didcot Garden Town that lies within the Vale and detailed development management policies to complement Local Plan 2031 Part 1.

It replaces the saved policies of the Local Plan 2011 and allocates additional development sites for housing.

Before the Council submits its Plan, it is carrying out a six week publicity period, which will run from 11 October until 5pm on Wednesday 22 November 2017.


In summary:

Part 2 of the Plan proposes 3,420 houses, bringing the total number of houses planned for the district (ie those proposed in Parts 1 and 2) to 24,748, almost 2,000 more than the housing requirement for the full Plan period (2011 – 2031), of 22,760.

Many of the housing allocations in the previous Part 1 of the Plan are now designated to meet Oxford's so-called 'unmet need', identified as 2,200 houses, which means further allocations in this Plan to meet the Vale's own targets.   In addition the Vale is allowing for a further 1,400 houses to support its economic growth strategy (despite the fact that a highly aggressive economic growth strategy is already factored into the original figures).  Even taking these factors into account, the figures then appear to be increased again by nearly 600, for unspecified reasons.

The site allocations proposed in Local Plan Part 2 include:

  • Dalton Barracks (in the Green Belt) - 1,200 (with a view to building in excess of 4,000 sometime in the future)
  • East of Kingston Bagpuize with Southmoor (Fyfield) - 600
  • East Marcham - 90
  • North East Hanney - 80
  • East of East Hanney - 50
  • Harwell Campus (in the North Wessex Down Area of Outstanding Natural Beauty) - 1,000
  • North West Grove - 400

Total: 3,420


In addition the Vale Local Plan Part 2 sets out proposed policies on key areas such as:

  • Didcot Garden Town
  • Dark Skies
  • Heritage
  • Rights of Way

What it doesn't cover in any detail is the Oxford to Cambridge Expressway - more CPRE news on this issue to follow!

Responses can be made until 5pm on 22 November 2017 by:

• using the online consultation system (registration is required);
• downloading the comment form and emailing it to: This email address is being protected from spambots. You need JavaScript enabled to view it.;
• collecting a comment form from one of the locations listed below and posting it to Planning Policy, VOWH 135 Eastern Avenue, Milton Park, Abingdon OX14 4SB; or
• attending one of the public events (see below).

All comments will be passed on to the Secretary of State.

The publicity period is different from previous consultations, since the Vale is asking specific questions relating to the soundness and legality of the Plan.
