CPRE writes to South Oxfordshire Councillors

We're asking South Oxon parish councillors to reject the SHMA figures put forward in the District Council's consultation

Following the announcement of the consultation on the SODC Local Plan 2013, CPRE has written to all Town and Parish Councillors explaining why the SHMA - Strategic Housing and Market Assessment housing needs forecast is unfit for purpose, and why these figures should not form the basis of harming the character and identity of South Oxfordshire.

The SHMA contains a “housing need” for South Oxfordshire of an average 749 houses a year, 37% higher than in the current Local Plan adopted only two years ago, and which itself imposed draconian housing targets. Accommodating this further huge increase is the basis of the “options” in the consultation document.

Whilst we need to consider the “options” for location of development contained in the consultation paper to determine which is the least undesirable, the fact is that they are not really “options” at all, as all of them and more will be needed to deal with the avalanche of development that meeting the SHMA forecast would require.

CPRE believes the levels and rates of development proposed in the SHMA are simply incompatible with the Council’s own stated vision of South Oxfordshire ‘continuing to be a desirable place to live and work’.

In our letter to Councillors we urge them in their responses to the consultation paper, to state clearly that the SHMA housing needs forecast needs to be revoked and should not form the basis for creating such harm to South Oxfordshire.
