Flooding

2009 March 12 2009: CPRE comes out in support of local residents opposed to the Bryant Homes plan to build 100 houses on a greenfield site in East Eynsham which is prone to flooding. In a press release issued on 12 March, CPRE says plan for new homes on Eynsham floodplain is the height of folly. Bryant Homes currently have their planning application before West Oxfordshire District Council but local residents, who have evidence of repeated flooding in the area over recent years, are concerned that the development will aggravate the flooding problem. People fear that adjacent properties on higher ground, currently free from flooding, will be put at risk. Eynsham Parish Council says the development application is contrary to Local Plan policy [NE8] which states that any new development is not to be permitted “within areas at risk from flooding which is likely to impede the flow of water, result in the new loss of flood plain storage or increase the risk of flood elsewhere”. The Parish Council points out that the development site lies within the Thames floodplain and regularly floods from both north and south. They believe that building on this site will lead to an increased risk of flooding to adjacent areas of the village – Bitterell, Tanners Close and Orchard Close - as run-off from the higher parts of the village will not be able to soak away.Siemens Magnet Technology – the largest company in West Oxfordshire employing in excess of 500 workers in its East Eynsham factory– has written to the West Oxfordshire District Council voicing its concern about increased traffic generated by the development that would aggravate the already problematic congestion and air quality around their factory. Siemens are also worried about the potential for the development to increase flood risk which they see as “critical to the future of our business”. Helena Whall, CPRE Campaign Manager said “It is high time that planners and developers genuinely consulted local people before committing resources to an ill-conceived development”.
