The campaign against the proposed Cogges Link Road has been underway for nearly 15 years and the Witney District of CPRE has been at its forefront, alongside Witney First.

The supporters of the £16.4m scheme proposed by Oxfordshire County Council and endorsed by West Oxfordshire District Council, see it as the only way to reroute the through traffic in the north and northwest of Witney town centre, alleviating congestion and providing an opportunity to revitalise part of the town blighted by traffic pollution. Its opponents, including Witney First and CPRE, who are joined in their opposition by the Environment Agency, see it as inflicting great environmental damage on the water meadows of the Windrush and propose a viable alternative which would provide the greater part of the traffic benefits of CLR - a four-way junction built instead at Shores Green on the Witney bypass.

Oxfordshire County Council passed the application to build the Cogges Link Road in February 2009 and in December 2010, Oxfordshire County Council issued its Compulsory Purchase Order (CPO) on the land needed to build the Cogges Link Road.

An application for Town Green status for Witney Country Park , 30 acres of which are to be affected by the proposed scheme, lodged by Witney First and supported by the Witney District of CPRE, was rejected by a government planning inspector on September 2010.

The Public Inquiry into the Compulsory Purchase Order was held in November 2011. The Inspector's report is due in the Spring of 2012.
