Planning - Oxford City Council Local Development Framework

Oxford City Council (OCC) is currently working to prepare the Oxford City Local Development Framework (LDF). Local development frameworks (LDFs) will form the new planning policy for the district to 2026. LDFs replace the old system of district local plans and county structure plans.


In March 2011, Oxford City Council adopted its core strategy for Oxford City as part of its work on the Local Development Framework to 2026.


The main purpose of the core strategy is to identify issues and directions of growth for new development up to the year 2026. The council will make all its major decisions – for example, broad locations of major new housing or employment developments, through the process of preparing this strategy.


Earlier Stages of the Core Strategy


The final hearings into Oxford's Core Strategy, concluded on Friday 17th September 2010.


During 2009 and 2010, the Oxford City Core Strategy entered its Examination phase (external website)


To assist participants in the Examination, City Council officers prepared a Combined Changes Document (Sept 2010) document (external PDF) to show all proposed changes to the Core Strategy since it was first submitted in November 2008.


Submission - November 2008


The Core Strategy DPD was submitted to the Secretary of State on 21 Nov 2008.


Proposed Submission - August 2008


The Proposed Submission document (external PDF) was prepared according to the new Local Development (Amendment) Regulations 2008.


It makes provision through the 'transitional arrangements' for the consultation already undertaken at previous stages of the Core Strategy to act as a proxy for the consultation requirements of the new regulations.


The City Council consulted on the Proposed Submission in Sept/Oct 2008. Comments received were logged and were fed into the production of the Submission document and Examination in Spring 2009.


Further Preferred Options - March 2008


After the Preferred Options (external PDF), it was necessary to consult upon a second round of Preferred Options in order to reflect a change in circumstances arising from the publication of the South East Plan Panel Report in Aug 2007.

After the Issues and Options, the City produced the Preferred Options paper (external PDF) on which it undertook a 6 week consultation. Here is the CPRE response to the Core Stratgy Preferred Options. (LINK REQUIRED)


Issues and Options - June 2006


At the initial stage of producing the Core Strategy, the City Council consulted on the "Issues and Options" paper (external PDF) in June/July 2006.


This gave the people of Oxford, and others, the opportunity to shape and influence the Core Strategy in its first stage of preparation.


Timetable


The Oxford City District Core Strategy was adopted in March 2011.
