In the summer of 2009, Oxford City Council announced that it would be putting in a planning application to build a 130 metres wind turbine on city-owned land in the Oxford Green Belt between the BMW site and the village of Horspath, in partnership with PfR - Partnership for Renewables. CPRE Oxfordshire expressed its concern at the City's enthusiasm for the project and warned that the development - despite its green credentials – could seriously damage the local environment and harm the amenities of local people.
A new site was identified for the turbine in late 2010, south of the Horspath Road, and only 600 metres from the nearest house in the village.
In November 2010, Horspath Parish Council issued a statement saying they would oppose the wind turbine. The Parish Council says that PfR "have grossly overstated the potential efficiency and the benefits of such a huge wind turbine in Horspath." The Parish Council also called for a public Planning Inquiry "at which the concerns of the local community in Horspath could be openly and fairly evaluated by an independent Planning Inspector".
CPRE made it clear that we would object to the plan to locate this huge wind turbine in such a very sensitive part of the Oxford Green Belt, right next to Shotover, with its two SSSIs, and so close to a historical village of 1,400 people.
Oxford City Council had aimed to submit a planning application in early 2011. However, on 30th March, Partnership for Renewables told CPRE Oxfordshire that the proposed wind turbine had been axed after the Ministry of Defence said it would cause unacceptable interference to surveillance radar.
